Appointed Officials

Appointed Officials are individuals who perform their duties under the direction of the Board of Trustees.  Like the Board of Trustees, Appointed Officials are dedicated to serving the residents and community of the Village of Arthur.

Planning & Zoning Board
The Planning & Zoning Board consists of seven members, who are appointed by the President and such appointments are to be ratified by the Board of Trustees.  All members of this Board serve without pay.

The Planning & Zoning Board gives approval for new subdivisions.

Zoning Board of Appeals

The Zoning Board of Appeals consists of seven members who are appointed by the President and such appointments are ratified by the Board of Trustees.  All members of this Board serve without pay.

The Zoning Board of Appeals shall hear and decide appeals from any order, requirements, decision or determination made by the Enforcing Officer.  It shall also hear and decide all matters referred to it or upon which it is required to pass under the Zoning Title.

The Zoning Board of Appeals does not have the power or authority to alter or change the Zoning Title or the district map; such power and authority is reserved for the Board of Trustees.

Village Attorney

The appointment of a Village Attorney is made by the President and ratified by the Board of Trustees at the first meeting in May of each year.

The Village Attorney performs the duties required of him or her by law and the provisions of the Village Code, and as he or she may be directed to perform by the President and Board of Trustees.

The Village Attorney acts as legal advisor for the Village.  It is the duty of the Village Attorney to draw ordinances, contracts, and other legal documents for the Village when so required by the Board of Trustees, or any committee thereof.

ESDA Liaison

An ESDA Liaison to the Moultrie County and Douglas County ESDA Boards is appointed by the President and ratified by the Board of Trustees.  This person serves without pay.

The duties shall be as determined by said County ESDA Directors.

Village Comptroller

The Village Comptroller is appointed annually by the President and ratified by the Board of Trustees at the first meeting in May.

The Village Comptroller shall perform the duties required of him or her by law and the provisions of the Village Code, and as he or she may be directed to perform by the President and Board of Trustees.  Some of the duties include:  keeping a separate account of each fund or appropriation, and debits and credits thereto; keeping an accurate register of all warrants redeemed and paid; presenting a monthly report to the Board of Trustees showing the state of the Treasury; and to make out and file an annual report detailing all receipts and expenditures of the Village during the preceding fiscal year.

Village Deputy Clerk

The office of the Village Deputy Clerk is an appointed position.

The Deputy Clerk performs the duties of the day-to-day operations for the Village.
