A Finance Committee meeting of the Village of Arthur, IL, was held on Tuesday, May 26,2009. Chairman Terry Clark called the meeting to order at 7:00pm.
Roll call was answered by committee Members Terry clark and Karen Good. village President Ron Kingery; Trustees Darrell Duzan, Matt Bernius, Mike McWilliams, and Ins Dicks; Village employee Sue Perrine; and Auditor Kevin Huffman were also present.
T. Clark reviewed a budget summary.
There was discussion about the street Department budget. The ways to use Motor Fuel Tax money were clarified. The topics of the Route 133 / vine Street intersection, changing the clean-up days schedule, salt storage, potentially franchising garbage for the community, flooding and drainage, sidewalks, and the work needing to be done on 100 East and potentially asking CHI to help fund those repairs were discussed.
Outstanding bond payments, maturity dates, and levies were explained. Depreciation is shown on the balance sheet. S. Perrine explained the end of year process.
K. Huffman explained the Village is in good shape with debt; however, a plan needs to be developed to pay back the loan to the Water and Sewer fund. The revenues from that fund are designed to support the operations of those plants. Statute states that the Village can borrow up to 8.625% of the assessed valuation. As of April 30, 2008, the valuation was $2.6 million. If a bank loan is taken out, it would have to be paid back in two years. The tourism tax was explained. There was discussion about the Village's donations and
their perception.
Kevin Huffman left the meeting.
There was further discussion about salt storage and alternative possibilities, including Progress buildings, township facilities, and using a tarp for another year. Changing the street sweeper schedule could save on wear on the machine and wages. The wages for
street sweeping were lowered and moved to Motor Fuel Tax. D. Duzan will talk with the Street Department employees about the changes.
The option of using a Verizon card for Intenet usage at the water plant will be investigated.
President Kingery talked to Andy Bemius, Park Board President, about having the Park Board levy for the swimming pool loss and will talk to the school about the agreement regarding crossing guards.
The amount budgeted for the Arthur Area Economic Development Corporation was lowered as they won't be in need of the original amount in their first year.
There was discussion about changes for the Visitor Center, including using volunteers.
Ideas and benefits for selling lots in the new subdivision were discussed.
M. Goodman entered the meeting and reviewed the Police Department budget. M. Goodman and D. Duzan left the meeting.
There was brief discussion about a new mower.
S. Perrine left the meeting briefly to update the numbers on the budget.
MM. Bemius and M. McWilliams left the meeting.
S. Perrine rejoined the meeting and briefly reviewed the new budget print outs.
