A Street & Alley Committee Meeting of the Village of Arthur, IL was held on
Thursday, July 9, 2009.
Committee Chairman Darrell Duzan called the meeting to order at 7:00 p.m.
Roll call was answered by Commiftee Members Darrell Duzan and Karen Good.
Village president
Ronald L' Kingery, City Engineer Michael Sullivan, and Village Employees Jim
Watkins and Sue
Perrine were also present.
The purpose of the meeting was to review and discuss Motor Fuel Tax Fund
expenditures and a salt
storage facilrty.
Committee Chairman Darrell Duzan passed out maps of the city indicating
priorities for oiling and
milling projects. There was discussion about the hear.y truck haffrc using
East Progress Street and the
bridge on lndustrial Parkway. Mayor Kingery spoke about the truck traffic
using this bridge, the
newly completed bridge on the Arthur/Atwood Road, and another bridge in
Bourbon Township.
The discussion turned to milling and oiling projects to be done in 2009.
City Engineer Mike Sullivan
stated that he and Jim Watkins had gone over the needs of the viilage
streets earlier in the spring and
thanked Jim for hrs help and cooperation. This enabled Mike Sullivan to do
cost projections. The
map Darrell Duzan passed out was very similar to what they had discussed rn
the spring. The
consensus of the committee was to oi1 the streets with a primary priorrty
first. There was some
questions regarding the timeliness on the need to oil and rock after a
street had been milled. Jirn
Watkins explained the process of milling. He informed the group that he used
the material that had
been ground from the milling process for patch in the a11eys. The consensus
of the comnlttee was to
use the leftover oil and rock from the primary priority list to go over the
nrilled areas before continuingwith the secondary priority list. Danell
Duzan asked about the timeline for the work to be done. Mike
Sullivan stated the oiling shouid be done before October 1" because after
that, we could be faced wrth
some inclement weather issues.
The amoLrnt budgeted using Motor Fuel Tax Funds for projects was discussed.
It was agreed to use
the figure of $ 100,000 to work from, but rnention was made of an additional
S 150,000 in cerlificates
of deposit that could be used. The annual Appropriation Ordinance had
allowed up to $220,000 in
expenditures ifneeded. Sue Pernne passed out information regarding how
theses special funds could
be used. Mike Sullivan noted that tree removals quafified if they pertained
to improving the streets
or sidewalks. He also informed the committee that a salt storage facility
could also qualifu.
Committee Metnber Karen Good presented a bid for a possible salt storage
facility and gave Jim
Watkins information to contact another vendor to get an additional bid. The
committee agreed to put
this item on the next regular board meeting agenda. Because the salt storage
facility could be funded
using Motor Fuel Tax Funds instead of using General Funds, funds would be
available in the General
Fund for other Sh-eet Department improvements. The committee directed Jim
Watkins to get
estrmates/proposals for office ilr-rprovements at the Street Deparlment
Building.
