A Police Committee meeting of the Village of Arthur, IL, was held on Thursday, October 15, 2009. Chairman Ron Kingery called the meeting to order at 9:00am.
Roll call was answered by Committee Members Ron Kingery and Darrell Duzan. Committee Member Iris Dicks was absent. Chief of Police Michael Goodman was also present.
Proposed revenue increases within the Police Department were discussed, as well as proposed budget cutting options.
Revenue generating ideas discussed:
Issuing traffic citations as Ordinance violations rather than State
Statute violations. Projecting an
annual increase in revenue of$2,500.00 - $3,000.00.
Changing parking fines from $5.00 per offense to $10.00 per offense.
Projecting an annual increase in revenue of $200.00.
Changing current policy of charging $25.00 for unlocking cars outside of
the Village, only, to also charging a $10.00 fee for unlocking cars
inside the Village borders. Projecting an annual increase in revenue of
$500.00 - $700.00.
Cost cutting options discussed:
Cutting dues, paid for the Chief of Police, to the National Association
of Chiefs of Police and the Illinois Association of Chiefs of Police.
Projected savings of $250.00.
Cutting all funding for the DARE Program from the Department's
Operations line item. The Program would be continued, but, outside
funding sources would be sought from private businesses and individuals
to help offset the costs associated with the Program, Projected savings
of $500.00.
Cutting partial funding for the K9 Unit from the Department's Operations
line item. Outside funding sources would be sought from private
donations to help offset this cut. Projected savings of $3,000.00.
Cutting back annual user fees to IPSAN/ALERTS for the in-car computers,
by cutting one laptop computer, and sharing the remaining two laptop
computers between the three patrol cars. Projected savings of $576.00.
A proposal from Officer Mante to voluntarily take 11 weeks of furlough
over the next 12 months. Projected savings of $2,000.00 to $6,000.00.
An option regarding making overtime payout as compensatory time
An option regarding Department wide furlough time off.
Chairman Kingery adjourned the meeting at 10:20am.
