A regular meeting of the Board of Trustees of the Village of Arthur, IL, was held on Monday, March 15, 2010. Village President Ron Kingery called the meeting to order at 7:00pm. Roll call was answered by Trustees Terry Clark, Darrell Duzan, Matt Bernius, Mike McWilliams, and Iris Dicks. Trustee Karen Good was absent.
Approval of Previous meeting minutes
The regular meeting minutes of March 1, 2010, were approved as presented.
President Comments and Announcements
- President Kingery and Jeff Mercer are working on Waste Water Department
training document.
- President Kingery thanked Steve Peterson for his work for the Village and wished him well.
- He met with the Condill's at The Pumpkin Patch about routing the flower arrangements out there.
- President Kingery and Sue Perrine attended a high school class and talked about zoning ordinances and requirements.
- Healthcare questionnaires were sent to Village employees in preparation for health insurance evaluations.
- A letter was sent to local representatives about the displeasure in Governor Quinn's proposed income tax reductions to municipalities. President Kingery has been invited to a meeting in Decatur by Bob Flider.
- A Waste Water Treatment Operator is being actively sought, over 30 applications have been received.
- The Illinois Department of Revenue website was checked, and the Village's letter and ordinance about the Simplified Municipal Tax that goes into effect on May 1 has been received.
- President Kingery invited the public to attend the next two Board meetings; there will be a time at 6:30pm to discuss budget items,
- He attended the Home Show at the Otto Center; there appeared to be good attendance, and the Woodwright's Guild did a fine job.

S. Perrine commented on the financial documents.

Village employees Jeff Mercer and Sue Perrine were present.
Trustee Reports
- T. Clark stated he has received calls from two additional garbage haulers
about wanting to work in the community. There's concern about additional
trucks on Village streets. - D. Duzan is working with the Street Department
on this year's road repair plans. It appears that Motor Fuel Tax will not
cover the minimum that needs to be done.
Nothing has been heard regarding the Palmer Street bridge.
- M. Bernius asked if anyone had sent the letter to MasterBrand about changing their shipping address; there have been additional instances of trucks on West Park Street. He stated Karen Good was willing to write it, and everyone was in agreement for her to write the letter. There is a sink hole from a sewer line between Travis Wilson's & Kris Murray's houses on Illinois Street. The Village doesn't have the equipment to do the job. A crew will be brought out, hopefully next Tuesday, to fix it, with Village employees doing as much work as possible.
- I. Dicks received a complaint about someone burning a couch; she directed that person to call the police. She provided an update on volunteers at the Visitors Center. There are about 14-15 volunteers and some Amish are considering volunteering. From January 1 to March 13, over 2,000 visitors signed the book. The volunteers may be moved outside the small office in the building.

New Business
A list of Village fees and their amounts was distributed in the Trustees' packets.
President Kingery reviewed the list and possible new ones that could be implemented.
There was some discussion regarding reasonable increases. President Kingery asked the
Trustees to consider increases for action at a future Board meeting.
Approve Expenditures
T. Clark made a motion to approve February expenditures not yet approved in the amount of $11,923.32. I. Dicks seconded. All Trustees voted YEA.
T. Clark made a motion to approve expenditures in the amount of $32,073.51. D. Duzan seconded. All Trustees voted YEA.
I. Dicks commented about the meeting she just attended at the school regarding school reorganizing for the Arthur and Lovington districts.

President Kingery adjourned the meeting at 7:44pm.
